Context changes what a claim can mean.
Begin by separating reported events, interpretation, rhetoric, and proposed action. For conflict or harm-related subjects, focus on verification, political context, human impact, and non-operational analysis.

Verify the frame
Identify the date, place, institutions, and source behind the account before generalizing.

Locate the interests
Ask who benefits from each description of the problem and whose experience is missing.

Test the conclusion
Consider what evidence could weaken the interpretation and what consequences follow if it is wrong.
